Myanmar Development Institute (MDI)

The Myanmar Development Institute (MDI) is an economic think-tank to strengthen the analytical capacity of the government of Myanmar in the formulation and implementation of long-term national development agenda and specific policy actions based on the 12-point economic policy. MDI will also support the government of Myanmar in conducting feasibility studies, evaluation of the national projects and other project proposals and performing rigorous and robust analysis of national budget and budget planning. 

Admin Manager

The Admin Manager supervises the implementation of the overall daily office operations of MDI, including office management, human resources, contracts, logistics and management of administrative staff. The Admin Manager will report to the Director of Administration (DA).

Responsibilities

- Assist DA in developing HR, operations, other relevant manuals, policies, procedures, and systems which ensure office operations are in compliance with MDI bylaws and policies.

- Manage employee recruitment process and orientation, oversee and administer employee benefits.

- Develop and oversee the personnel records management system.

- Develop and monitor the employee performance management system and review process.

- Manage administrative staff and oversee daily office operations.

- Oversee office resources management, administration procedures, publication and documentation process.

- Implement and supervise procurement plan, policies, and protocols and ensure they are in line with the standing policies and procedures of the government and the donors.

- Coordinate with Finance Manager in developing and implementing the contracts and grants management system.

- Oversee the planning and arrangement of the meetings, conferences, trainings and workshops.

- Manage the TA submissions, visa and logistics arrangements for the local and international experts and staff members.

- Set up and maintain effective communication channels with the internal departments, government ministries/departments, donors, local/ international partner organizations and other stakeholders.

- Other duties and responsibilities, as agreed with the senior management team.

Requirements

- Masters degree in administration or related subjects or a combination of education and work experience.

- Minimum 10 years working experience with at least 5 years of management level experience in office administration, logistics, and human resource.

- Experience working with international organizations and government institutions.

- Familiarity with government systems, procedures and protocols is a plus

- Proven management, leadership and interpersonal skills.

- Excellent written and verbal communication skills (in both English and Myanmar), including the knowledge and skills of preparing official documents in government standard.

- Ability to use considerable judgment, initiative and independence.

- Proficiency in Microsoft Office applications, email and internet.
