Finance Officer

Plan is an international humanitarian, child-centred development organisation, implementing programmes that promote the realization and fulfillment of children’s rights and the alleviation of child poverty. Plan Myanmar is seeking a The Finance Officer is based in the Program Unit Office to provide support with the PU Finance Manager in managing and administering the financial activity and function in the field level.  He/she is responsible in managing the day to day financial transaction according to the defined finance and administrative policy and procedure to ensure smooth operations in the program unit office and any action needed is taken in timely manner. 

 

Reports to: Finance Manager

Assignment Duration: From the start date till 30th November 2016

Responsibilities

Job purpose: – To be responsible for managing and securing of cash including request for top up, transfer, transportation and storage. – To be responsible for providing financial management information in the field office and to work with manager to ensure financial procedures and systems are followed -To verify and ensure all payment requests have the necessary documentation and approvals before processing the payment. – Maintain and update financial record/data of the project. – Accurate and timely data entry of receipts and preparation of monthly accounts and submission to the Finance Manager in Kachin and if necessary to the HPUM and ERM in the Yangon office -Prepare and request project expenses according to timely and accurate forecasts -Responsible for timely cash disbursement of project expenses – Assist in the planning, organisation and execution of the statutory requirements and audit process for the office in coordination with the Finance Manager – Provide continuous supports to implementing partners in Kachin in order to make sure all the systems and procedures are in line with all the required standards of Plan as well as donors – Regularly check the financial reports and practices of partners and provide timely supports – Prepare monthly report on all financial activities to the project manager  – To participate effectively in team meetings – Provide necessary support to the project manager/Finance Manager – Provide support by undertaking any other additional functions as delegated by the project manager – Support and provide to Partner Finance Manager and coordinate with Plan’s

 

 

 

Partners – Working closely with Finance Manager ( PU ) and  Finance Team (Country Office in Yangon)

Requirements

Qualifications, Skills & Experience: · Citizen of Myanmar · University degree in relevant field preferably B.Com or post graduate study of LCCI level 3 · Minimum 3 years of hands-on experience in financial management or accounting. · Previous experience in supporting development and/or humanitarian projects in emergency interventions. · Familiarity with SPHERE standards and humanitarian principles. · Proven skills to facilitate trainings and workshops for partners and communities in local language (Kachin) · Experience working and collaborating with diverse sets of stakeholders including local partners and sector working group. · Ability to work under pressure, as part of a team or independently, and meet deadlines consistently. · Understanding of children’s rights and gender equality. · Good command of MS Office applications (Word, Excel, Access, and Power Point) · Good English and Myanmar language is an advantage. · Willingness to travel to remote and conflict affected area.
