HSSE Manager

We are looking for a Myanmar National who is very confident/qualified candidate for HSSE Manager position.

Responsibilities

Key Accountabilities

  • Monthly reporting covering all HSSE activities for the previous month and plans for the next month.
  • Provide guidance to support the Leadership Team in achieving incident free workplace. Champion for application of safety processes to benefit safety performance.
  • Support / Advise Leadership Team, and Health, Safety, Security & Environment (HSS&E) Team in areas of safety / health and emergency preparedness.
  • Develop site level plans and programs / procedures as required by the HSS&E-MS. Ensure establishment of adequate control processes and implementation per the HSS&E-MS.
  • Work closely with sites and office based HSSE Team to establish plans that meet Company requirements and follow through to ensure effective implementation.
  • Monitor and steward HSSE Team to meet goals and set KPI’s.
  • Develop / deliver HSSE presentations.
  • Provide guidance and functional support to site teams.

Other Responsibilities

  • Collaborate with Operations & Maintenance Manager to ensure alignment of site safety strategies / plans.
  • Work with site management and HSS&E organisations to implement the site safety, health, and security programs.
  • Facilitate implementation of systematic Safety processes to assure compliance with the HSS&E-MS requirements.
  • Advise Sites of Posco Daewoo Corporation (PDC) Safety requirements, expectations, and best practices and appropriate compliance monitoring.
  • Communicate and coordinate guidelines for safety awareness, recognition, and incentive programs.
  • Provide support for risk assessments and studies. Ensure results are addressed as relevant field work is executed.
  • Collect, analyse, and report data on leading indicators, safety performance and safety initiatives to leadership team, working with site and administrative support staff.
  • Develop site Safety Audit Schedule, conduct Safety audits and assist site Management in responding to site audits.
  • Management of CAR registers at all facilities and installations to support the continuous improvement process
  • Ensure effective safety communications across the site Team, Contractors, Management Support and other key stakeholders.
  • Chair bi-monthly Contractor Safety Meetings.
  • Organise and participate in investigation and follow-up of incidents, including development of remedial action plans. Provide root cause analysis expertise to support these efforts and review reports. Share safety-related Lessons Learned between sites.
  • Facilitate / encourage heightened HSS&E awareness and behaviour.
  • Develop Safety / Health / Emergency Preparedness and Response-related training plan and support implementation.
  • Facilitate coordination / oversight for training, drills, and other matters related to Emergency Preparedness and Response.
  • Function as the interface between Licensed Health Care Provider & management.
  • Monitor, investigate, identify and resolve Safety issues, evaluate Safety Metrics, and provide reports to responsible line management and HSS&E Function, as required.

Requirements

Personal Attributes, Education &Qualifications

  • Possess a 4 year University degree and / or technical diploma / certification (e.g., NEBOSH, CMIOSH, CSP, PE, etc.) or equivalent.
  • Management of Major Incident certification (OPITO).
  • Trained/certification in Root Cause Analysis.
  • Culturally aware with experience of working with multi-national workforces.
  • Demonstrated work experience in Oil & Gas Safety-related positions.
  • Thorough knowledge of HSE Management Systems, Safety standards, codes, and practices.
  • Ability to work in an integrated team environment, developing successful working relationships with an emphasis on effective communications.
  • Maintains a high degree of ethical conduct.
  • Fluency in English both written and spoken with strong personal & interpersonal skills. Korean as a second language is an advantage.
  • Demonstrate leadership & personnel management skills.
  • Must be able to effectively communicate / influence multiple levels, from Senior Level Manager to Worker.
  • Proficient in use of computers and programs such as Microsoft Office.
  • No training will be provided (other than Daewoo specific safety standards and procedures).

Position Recommended Qualifications, Experience & Skills

  • 10 + years of Petroleum industry experience
  • Minimum of 3 years’ site experience in a HSE role supporting Offshore operations
  • Minimum of 5 years’ office based managerial experience.
  • Experience in development and revision of Safety Case.
  • Experience of SIMOPS and Offshore Safety Management Systems
  • Experience with Security Systems including security staff.
  • Experience in stewarding (facilitating) HAZOP and HAZID Studies.
  • Provide advice and guidance on HSSE policies, standards, industry legislation and guidelines.
  • Ability to interact with a multi-discipline team in an advisory capacity.
  • Ability to effectively communicate with multi-national workforce at all levels.
  • Possess relevant qualifications in HSE and be able to demonstrate a strong understanding of HSE related legislation and management systems in the oil and gas industry
