Monitoring, Evaluation and Research Manager

 

Plan is an international humanitarian, child centred development organisation, implementing development programs that promote the realisation and fulfilment of children’s rights and the alleviation of child poverty.

Position: Monitoring, Evaluation and Research Manager (MER Manager)

Assignment Duration:  Three year renewable contract

Job background: Plan is working in Myanmar to develop and run cost effective and high impact programmes.  Using a Child Centred Community Development Approach with a focus on rights-based work, our efforts centre on DRM, ECCD, WASH, Child Protection and MNCH.

The MER Manager will support Plan Myanmar’s programme accountability, effectiveness and learning. The position is based at the Country Office in Yangon reporting to the Director of Programmes.  He/she will play a large role in developing the M&E framework and training of Plan and partner staff.

Responsibilities

Job purpose: The Project Manager will conduct or facilitate situation analysis and baseline surveys • Lead in developing a monitoring, evaluation and research framework for the Country Strategy • Build MER capacity of Plan staff and partners as required • Ensure timely and accurate use of Plan’s project monitoring system • Review all proposals/project documents to ensure they have measurable indicators and contain strong monitoring and evaluation procedures • Support feasibility studies • Develop a participatory monitoring system  • Manage and support in-country networks for learning and improvement including documenting and disseminating Plan Myanmar’s best practices. • Ensure that minimum standards for research and evaluation are met and action taken on recommendations • Take an active role in the wider Plan Asia MER network to support institutional learning within the region

 

Requirements

Entry Qualifications, Skills & Experience: • Minimum five years managing monitoring, evaluation and research systems in an international organization • Strong knowledge and experience in research, monitoring and evaluation systems • Knowledge of community development and child rights • Knowledge and experience using qualitative and quantitative research methodologies • Masters degree in social science, statistics, economics or other relevant discipline • Excellent English language skills, both oral and written • Ability to work in a multidisciplinary and multicultural environment • Strong team-building and facilitation skills • Excellent communication skills • Proficient in computer skills.
