WASH Officer (Matupi)

Myanmar Red Cross Society (MRCS) is volunteer basedhumanitarian organization throughout the whole country acting with and for the most vulnerable at all times. MRCS initial Salary determination will be calculated depending on applicant's competencies and experiences.Benefit Package consists of Paid Medical, Annual, Casual Leave, On-Duty for Training, Provide Cost Living Allowance, Accommodation Allowance& Hardship Allowance for specific area, Training and Development Opportunities, Promotion and Management Development.

Purpose of this position: Branch WASH officer will assist the Head of the Health Division, MRCS and Danish Red Cross, in all aspects of planning, management and implementation of a Danish Red Cross supported community health development programme. Under the direct supervision of Brach Project Officer, the branch WASH officer will work with selected targets community in implementation of WASH activities. He/She has to work closely with branch Red Cross volunteers. He/She has to report to MRCS HQ WASH officer and Branch Project Officer on monthly basis and as required. 

 

Responsibilities

Duties and Responsibilities

Water Supply System Construction & Renovation & Water treatment solutions

·         Facilitate and support community mobilization for development of water solutions  (construction/ renovation/ water treatment) including WASH assessments, (RWCT, Well, water supply system, piping system, pond etc.) including selection of site, design, cost -effectiveness analysis, tendering, quality assurance and supervision of construction

·         Support communities to identify and practice water treatment solutions

·         Ensure DRR, gender and disability issues are taken into consideration for any water sources constructions or renovations

·         Assist in the design preparation, construction and rehabilitation of water and sanitation facilities ensuring that the constructions are of the highest quality and as per original design.

·         Prepare BOQs and monitor contractors undertaking WASH hardware construction

·         Collect data and provide updated information on financial and administrative status of WASH activities of the project for analysis and report purposes.

  • Assist in conducting a thorough assessment of the proposed sites, analyzing Lab our requirements, costs, and timeframes, and taking into consideration the successes and constraints of new/rehabilitated water infrastructure at all sites.

 

Hygiene and Sanitation

  • Community Mobilization through PHAST approach.
  • Plan and implement/support and supervise for construction of model latrines.
  • Provide technical support to establish drainage and disposal system
  • Participate in development of Hygiene and Sanitation IEC and BCC materials
  • Support communities to practice relevant waste disposal methods
  • Ensure DRR, gender and disability issues are taken into consideration for any latrine constructions or renovations

 

Assessment, Monitoring, Supervision and Evaluation

  • Support communities in conducting WASH assessments and development of plans and follow‐up
  • Monitoring of community progress against project planned targets/ outputs/ achievements

 

Coordination & cooperation and networking

  • Support Water Management and Hygiene and Sanitation Group (WMHSG) meetings and good networking within communities, WMHSG committee, Township Department of Health, Township Management Department
  • Organize/participate in regular monthly and ad hoc WASH coordination with relevant stakeholders from NGOs, INGOs, UNs and Government Institutions

 

Reporting

  • Reporting on progress in implementation of planned activities
  • Data collection and record keeping of Township WASH data
  • Develop monthly/ quarterly detailed work‐plan/ area budget plan and expenditure

 

Capacity building

  • Support establishment and training of Water Management and Hygiene and Sanitation
  • Group (establishment, regarding roles and responsibilities of WMHSG members and other relevant trainings in hygiene, PHAST and Operation & Maintenance (O & M)
  • Participate in development of WMHSG guidelines and training of members of WMHSG in the guidelines
  • Hands on/practical training of WMHSG during construction (or) renovation of WASH facilities and other activities
  • Capacity building of community and WMHSG in planning, monitoring and evaluation.
  • Capacity Building of Red Cross volunteers in WASH.

Requirements

Skills, Competencies and Requirements

  • Myanmar Nationality

·         University Degree or AGTI

  • Minimum two years experience in Watsan related activities
  • Experiences in changeable behaviours, PHAST, CLTS WASH related construction, and assessment and other WASH activities in rural and remote areas is desirable
  • Willing to work flexible hours as needed and without closed supervision
  • Ability to travel long distances on motorbike to selected target communities.
  • Effective trainer and facilitator skills
  • Good accountability, leadership, adherence, relationship with colleagues
  • Effective communication and coordination and reporting skills
  • Effective computer knowledge and English Language skills
  • Understanding of the Red Cross Movement and willingness to actively promote Red Cross fundamental principles
  • Red Cross Volunteers are preferable
